It changes continuously, 24/7 in response the the "buzziest" news of the second. Amit Pagarwal at Digital Inspiration made a pretty cool 50 hour time lapsed visualization (down to 50 seconds) of the evolution of the TechMeme home page: And if you're familiar with the Scoble/Facebook thing (as well as that stupid video made about Britney by Chris Cocker), this might be a little entertaining:
